The people of Yverdon are being asked to choose between two opposing visions for the future of the city center.

The initiative

calls for the integration of all downtown parking spaces into a 1,000-space underground mega-parking facility at Place d’Armes. The trees would be felled, all spaces privately owned and all surface spaces removed.

The counter-project

allows us to free up the Place d’Armes by creating 600 spaces in one or more structures, while maintaining 200 surface parking spaces within the perimeter of the center. It’s a realistic compromise that takes into account parking needs, environmental issues and current regulations.

Why choose the counter-project?

A compromise supported by the entire municipality

The counter-project is a compromise supported by all members of the Municipality, from all parties. It will finally allow us to move ahead with this long-awaited redevelopment. The initiative, on the other hand, adopts a dogmatic and inflexible stance that will get us nowhere.

Reduce traffic congestion

The initiative is designed to bring together all the parking facilities in the city center at a single location. Traffic flows will therefore be concentrated at this point, increasing traffic congestion. The counter-project favors a decentralized approach with several smaller structures.

Maintaining the appeal of the city center during construction work

Building a 1,000-space underground parking lot would involve a major worksite over several years, with around 10,000 lorries passing through to excavate the site. Access to the city center would be severely affected. During the works, only 200 surface parking spaces will be maintained on Place d’Armes. The counter-project makes it possible to envisage work with reduced impact.

Meets climate commitments

The initiative’s project is a climatic nonsense. The counter-project takes these issues into account, and aims for reasoned, multimodal mobility. What’s more, it doesn’t rely entirely on underground construction, which has a very high carbon footprint. It opens the way to other types of construction, such as silos, which can be built using sustainable materials (wood).

Preserve and plant trees

The counter-project makes it possible to retain a large proportion of the existing trees and add new ones to refresh the downtown area. The construction of a large underground parking lot, on the other hand, would require the felling of trees in the area and prevent the planting of trees in the open ground above the slab.

Controlling parking

With the initiative, all downtown parking spaces would be in private hands. Parking costs would no longer be controlled by democratic bodies, but would be conceded to a private company expecting a return. Customers would have to pay the construction costs and the owner’s profits. The counter-project maintains public management.

Sustainable financial impact

The cost of building a 1,000-space underground parking lot is around CHF 60 million. The city cannot afford this, and would be forced to concede the constructionl to a private developer. The developer would then benefit from the parking revenues for 70 years, which would cost the city CHF 2 million a year, or almost CHF 140 million. The counter-project provides for less costly alternatives, such as keeping some spaces on the surface or creating silo parking spaces.

Maintaining surface parking spaces

The initiative requires all surface parking spaces in the city center to be integrated into an underground parking lot. The city’s contract with Marti-AMAG also includes requirements in this respect. If the 1,000-space parking lot is built, it will not be possible to retain spaces in front of the shops. The counter-project envisages maintaining 200 surface parking spaces – for example at Rue de la Plaine – in addition to the 600 underground spaces.

Achievable

The project called for by the initiative is doomed to failure. It does not comply with higher-level regulations, and the same project has already been deemed non-compliant by cantonal authorities. If the initiative is accepted, the redevelopment of the Place d’Armes will be blocked by legal proceedings. The counter-proposal takes account of the canton’s requirements.

Our position

For a thoughtful, economic, sustainable and pleasant urban future for all, we call on you to vote in favor of the counter-project and reject the initiative. As part of the implementation of the counter-project, we are firmly opposed to the construction of a 600-space underground parking lot under the Place d’Armes, due to the same concerns as those raised by the 1000-space initiative. The counter-project must result in a parking strategy for the city center that guarantees municipal control over parking.

With an oversized offer totally concentrated in a single gigantic structure, the initiative is heading for disaster. If it is accepted, nothing will happen for many years to come.
